Innocent is a dynamic, meticulous Medical Laboratory Scientist with extensive training in Leadership, Public Health, Business Development, Administration, and Management. Consumed with passion for Quality Improvement, Health Systems Strengthening - Laboratory Quality Management Systems, Laboratory Supply Chain Management, Diagnostic Network Optimization, Biosafety and Biosecurity, Project planning, management, and evaluation, and experience sharing – teaching, training, and mentorships.
He brings more than 8 years of progressive practical professional experience in supporting Health Systems Strengthening Programs – Health System planning, implementation, monitoring, and evaluation of Infectious Disease Programs including HIV, TB, and Hepatitis Disease in emergency relief and development contexts, Policy development, Analysis and evaluation for Uganda’s Ministry of Health Department of Diagnostics and Health Laboratory Services, the National TB& Leprosy Program and The Tuberculosis Supra-National Laboratory such as to accelerate progress towards achievement of the National Accreditation Agenda and among others, increasing access to and utilization of Molecular TB Diagnostics, supporting efforts to improve TB Treatment Outcomes e.g TB Cure rates to accelerate efforts towards achieving the WHO EndTB Goals, Laboratory Services Management - Supporting Several Laboratories towards attaining International Accreditation by providing technical assistance through continuous training and mentorship inline with National and International Standards, Laboratory Supply Chain Management by supporting the implementation of LabSPARs, 5S-CQI-TQM, LQMS, Supporting the functionalization and optimization of the National Sample & Results Transport Network, Diagnostic Network Optimization and Laboratory Connectivity Network Programs in Uganda e.g the LabXpert, Strengthening Quality Control Programs to ensure robust testing systems exist for appropriate patient management across the different levels of patient care, Supporting the implementation and scale-up of various National Quality Assurance Programs including TB, HIV, Hepatitis, Syphilis, CD4, Supporting Antimicrobial Resistance and One-Health Programs including through surveillance and research, Strengthening Collaborations in a multi-stakeholder and multi-cultural context for continuous learning that ensures optimization of resources (people and financial) for sustainability of health programs and development in Uganda and beyond.
