Freddy Eric Kitutu

Freddy Eric Kitutu is a Senior Lecturer in Health Systems Pharmacy and a researcher at Makerere University in Uganda. He teaches both undergraduate and postgraduate students in pharmacy and public health and supervises doctoral students at Makerere and other universities. He has also examined successful doctoral and masters' theses. From August 2019 to April 2022, he served as the Dean of the School of Health Sciences at Makerere University, where he oversaw the transformation of the Dentistry Department into a School, following recommendations from the East Africa Community Partner States National Medical and Dental Practitioners Regulatory Boards/Councils.

Over the years, Kitutu has made significant contributions at both national and global levels in areas such as antimicrobial resistance and access to essential medicines and technologies, including medical oxygen and vaccines. Recently, he led efforts by the Uganda Ministry of Health to publish in the WHO Africa Region report (Status on national core elements for antimicrobial stewardship programmes in the WHO African Region) and the WHO global report (World Health Organization Global Antimicrobial and Use Surveillance System – Antimicrobial Consumption Module for the years 2018 to 2021 – GLASS Report 2022).

As a co-chair of the Lancet Global Health Commission on Medical Oxygen Security secretariat at Makerere University, Kitutu led initiatives to generate evidence on oxygen solutions, people and products and their implementation outcomes. The Commission's primary goal is to increase access to medical oxygen therapy and address existing inequities. In 2023, he played a crucial role in the national oxygen task force when Uganda led the World Health Assembly member states to adopt a resolution on increasing access to medical oxygen on May 26, 2023.

Kitutu holds a doctoral degree in Medical Science from Uppsala University, Sweden, and postgraduate training in Clinical Pharmacy from the University College Cork, National University of Ireland and Clinical Epidemiology from Makerere University, respectively. His expertise and experience have led to frequent invitations to join technical and advisory committees for Ministries of Health, bilateral and multilateral organizations, including UN entities (UNAIDS, WHO, UNICEF), the Global Fund, and the Clinton Health Access Initiative. Additionally, he has been part of the Uganda Epidemiology Advisory Committee of the Presidential Scientific Initiative on Epidemics (PRESIDE) during the national COVID-19 response.
