Reports to: Project Coordinator - Monitoring and Evaluation

Job Summary:
The M&E TA is responsible for providing technical support for strengthening M&E and CQI systems at district and health facility levels through building M&E and CQI capacity of district and health facility teams, promoting good data management and use practices and facilitating evidence-based decision making. S/he will be involved in training, coaching, mentorship and support supervision in M&E and CQI approaches. The M&E TA will work in close collaboration with the Health Management Information Systems (HMIS) team, the District Led Programing (DLP) team, district-based Implementing Partners and the Ministry of Health to ensure a coordinated and systematic approach to program implementation.

Duties and Responsibilities
´éº Providing technical advice for strengthening Monitoring and Evaluation Systems and Continuous Quality Improvement initiatives for CDC supported Districts through training, mentorship, coaching and support supervision
´éº Participate in the development of training materials required to meet the training needs of the program
´éº Participate in the development of Performance Monitoring Plan and work plans for the program
´éº Conduct service quality assessments, data quality assessments and any other assessments, and train and mentor district and health facility staff to be able to conduct their own assessments.
´éº Participate in the development of evaluation protocols and train and mentor MoH, district and health facility staff in the implementation of program evaluations.
´éº Provide mentorship and coaching for the identified gaps and /or needs in the supported districts and health facilities
´éº Preparation of periodic (quarterly, semi-annual and annual) reports on the Program activities.
´éº Preparation, review and analysis of reports of the various programme areas as assigned by the coordinator and/or Program Manager.
´éº Advise the program on ways of improving performance using information obtained from the supported districts and health facilities
´éº Keep abreast of the updates relating to M&E and CQI of HIV/AIDS programs in Uganda and inform the program accordingly.
´éº Contribute to the Makerere University School of Public Health M&E Centre of Excellence activities as assigned by the Program Manager.
´éº Perform any other duties of the program as may be assigned from time to time by the coordinator in consultation with the Program Manager.

Education: A MasterÔÇÖs degree in one of the following disciplines: Health Sciences; Social Sciences; Statistics or a strongly related discipline is required.
Prior Work Experience: The candidate should have at least five years of progressive experience in public health at the local, national, or regional levels that entailed responsibility for public health project activities. The incumbent should also have experience working with U.S. Government agencies, international development organizations on PEPFAR-funded projects. Expertise in supporting health projects related to HIV or health systems strengthening would be an asset.
Required Knowledge and skills
j) Strong knowledge of health sector monitoring and evaluation systems, data quality assurance, analysis reporting and best practices in data dissemination and usage is required.
k) High level of competency in managing data and evaluations of large scale health or HIV/AIDS activities is required.
l) Knowledge of public health programs, strategies, methods, processes and techniques used to plan, develop, implement and evaluate results of health projects is required.
m) Strong oral and written communications skills are required to develop and maintain effective, sustainable working relationships with implementing partners and both national and international working partners to prepare required reports.
n) Strong computer literacy especially with MS Office and other data analysis packages
o) Ability to use survey indicators, monitoring systems and evaluation designs.
p) Ability to effectively gather, interpret, and report on data obtained from a variety of sources, including competent use of reliable and valid instruments.
q) Ability to facilitate training workshops in a clear and concise manner to audiences with varying degrees of knowledge/experience in the area of M&E and Continuous Quality Improvement
r) Ability to operate successfully in a team environment and to work independently.
s) Excellent interpersonal skills.

The Monitoring and Evaluation Technical Support (METS) program is a five year CDC-funded collaboration between the Makerere University School of Public Health (MakSPH) and the University of California San Francisco (UCSF). The Program works in close collaboration with Ministry of Health and other CDC supported partners. The overall program purpose is to promote evidence-based decision-making for an AIDS free generation by supporting the alignment of the USG supported Monitoring Evaluation and Reporting systems with the national M&E framework resulting into a fully functional one M&E system.
