Supporting Policy Engagement for Evidence-based Decisions (SPEED) for Universal Health Coverage in Uganda Project’ is a five-year initiative supported by the European Union (EU) under Makerere University College of Health Sciences, School of Public Health. It was launched in March 2015 and broadly addresses universal health coverage (UHC) and systems resilience in Uganda.

The consultant will be expected to prepare and present the following set of deliverables:
- Inception report.
- Draft project evaluation report.
- Final project evaluation report to include:
o A synthesis of project achievements, challenges and learning
o An assessment and verification of the quality of the information generated by the project.
o An assessment of the project’s delivery mechanism.
o A review of other key organizational systems as deemed applicable.
The assignment will be implemented over a period not exceeding two calendar months. The assignment is expected to start on 15th November 2017 and end on 15th January 2018.
